There we go, dynamic sky & water shader. The water has perfect reflections of the sky at all times of the day. No realtime lighting, reflections, or cameras!

Achieved by duplicating the sky shader in the water and refracting the skybox UVs based on your viewing angle.

Making a vrchat world with a day night cycle? No problem!
Just set up a light that circles around the world. Make a realtime reflection probe to get accurate reflections for the water.... What did you say? Realtime shadows and reflections are not supported on quest? Uhhh....
