Exactly. In Ireland, and for Scottish local councils, (both of which use a form of PR), by-elections take place by preferential voting. Since only one candidate can win, some votes wonโt count, but at least the winner must gain the support of a majority of their voters (after 2nd, 3rdโฆ preferences).
