There is no signage to explain it and no instructions on where to go. My guess is they put it there so that people on the detour couldn't take a shortcut through the pier area.
I took the detour and met these desperate ferry passengers who are not allowed to go from the Pier 91 bus stop to the cruises. There were two big boats and no explanation on where to go. What is the port thinking???

The mean rating displays on the "detail page". With hundreds of ratings, it's ok to just average, as you say. But the original frequentist algo showed a higher mean rating to a product with 2 5-star reviews than a one with a 1000 reviews with a mean of 4.9.
By using a better prior you arrive at more precise estimates. If that's not what you need, you don't need a prior.
We had this problem for the inference of the mean customer rating at Amazon. Amazon actually started with the frequentist approach way back then, but it was clearly inadequate.
For Bayesian inference of binomial proportion, use beta distribution as the prior. Your maximum entropy case would be beta(a=1, b=1), your increased confidence will be reflected in higher values of a and b parameters. There is a formula for a and b from your believed mean and standard deviation.
