Honestly, this seems like a really good move in my opinion. The way they're handling it is pro-modder, pro-player, and it's nice they've chosen the best option for them technologically rather than being forced to used DirectX by Microsoft (who owns DirectX).
Goals on their end:
- make Java future proofed
- increase performance by switching to Vulkan
- make Vibrant Visuals compatible with Vulkan Java Edition
- asking mod developers what they need the new graphics API to have to make transitioning smoother
