They will be forced to read if you read the post, it's very easy to implement a way to force users to read or they cannot proceed.
It's opt-in, aka off by default and already has terms of use + warnings you have to read before it lets you dismiss with a timer.
No, it's opt-in and opt-in terms of use are stuck on your screen to force you to read before agreeing. Also Hyperborea is much more unsafe, it would probably be best to read the devs research before panicking.

If you were around during mare, that previously was a request to have by too many users to count and was pushed off due to ui complexities. Beyond that, it's 100% optional and helps address not talking about it directly in game.

Nope, you might need a bit more research. It used accid to ensure people were banned and couldn't avoid it with alts. 0 stalking, nothing else, and acci only accessible to the dev FOR bans and NOT stored.

As for making them offline, you can, this menu exists when disconnected under settings > storage > open character data hub. If there's other complains at this point I'm confused why given neither online nor Brio is required for pure MCDFs.

Brio is not at all required to use MCDF, it's required for MCDO which isn't the same thing. MCDO contains pose data which is loaded from Brio.

There's a lot of ways they could've opted to not trust the client with account ID but, it seems like they wanted the most simple solution, not having to poll a server. It's incredibly dumb.

Most of the people who dev/do support for Mare say to not say it in game or autotranslate. Social issues I've not seen it but that's mostly social ineptitude from those types of folk.
IMO, the culture's driven from FFLogs inspection by PF leads for years prior. Tomestone doesn't help this now.
