I will say that the rightward shift of the Court under Rehnquist was very much downplayed in my con law course (2019), but by the time I took the same prof for fed courts (2021), he was even singing a different tune. But as a political scientist, I also always knew the Court was political.

Disrespect is not reasonable fear for one's life and not a reason to murder a civilian. Law enforcement officers are ostensibly trained, whereas civilians aren't. The asymmetry alone is why courts have held that, e.g., fleeing law enforcement is not an excuse to use deadly force.

2- the fed govt can't use federal $ to extort states over policy/political disagreements

3-the fed govt can't use federal $ to impose conditions unrelated to the funding program

4-the fed govt can't use federal $ to coerce states
