They are handed over to the friends of the library who then sell those books pulled from the shelves or donated. And once a year, or 4 times a year in my town they have a sale to get rid of all the books and use that money to buy what they actually want to put on the shelves or pay staff.

Libraries do not just put a book on the shelf because they are handed it, they have space restrictions and a lot of books. 500 copies of Twilight would be the case otherwise or 50 Shades of Grey.
