Fun fact. By setting ProgressUXType to 0 in C:\$WINDOWS.~BT\sources\SetupPlatform.ini right before the second stage of setup begins. You can get back the early Win10 era setup screen.

Resetting will get to ~29% before undoing changes

Of course if you go from stable releases then:
NT 3.1 (1993) > Vista (2006) - 13 years
Vista > Today - 19 years
