This line about modern jets being quieter is suspiciously vague to me. Quieter than what? The current turboprops? Or just the older jets? An quick google search found the current turboprops rated at 8.3 EPNdb, whearas 2 modern regional jets I found were rated at 18 & 20 EPNdb. So still 2x as loud.

And that's another element here not yet mentioned: elevator code reform. Most of the world has access to smaller elevators than North America and there's less of an oligopoly keeping prices high.

So in this example, every unit has windows on both sides (notwithstanding the odd corner units on the right) , but the overall number of elevators is the same compared to the double loaded corridor design. Plus one more stairwell. But each elevator/stair just serves 2 units per floor.

Well, it's not that it guarantees windows on >1 side for every unit, but it makes it possible whereas it is not possible with 2 stair requirements unless the floor of the building is just 4 or fewer corner units. But as I understand it, the economics would limit that to pricey units.

North America mandates a 2nd stair, leading to "double loaded corridors" where other than at the corners, units only have windows on one side. Single stair design allows a central column with only a few units around it so each unit can have windows on more than one side.
