The better question is, who are the ones getting rich? Even if Russia is under sanctions there are ways to evade them, and their war machine will thank these price jumps for it. How ever if they lack refining capacity thanks to ongoing cyber and physical attacks.. It might be a moot point.
Aren't there ethical concerns with this stuff? Its cool and all, and I certainly think biological computer systems would be neat but what if we clone a human brain to run a computer network or system and it attains sentience? Aren't there fundamental philosophical and more implications?

Im sure South Africa has problems with accounts receivable fraud. Amoungst its other corruption issues, including violations of sanctions on behalf of the Russian federation via complex crypto money laundering schemes.
As silly as it sounds a floating city in international waters is possible and we should pressure the UN in to establishing sovereignty regulations for them.
