Calling those counties “Northern Ireland” vs. “North of Ireland” is a sociopolitical choice not dissimilar to the city of Derry vs. Londonderry.

Contextually “North of Ireland” is often a phrase Irish republicans use to refer to the six counties of the island of Ireland currently under British rule.

Typically the northern parts of the Republic of Ireland are just called their county name (Donegal etc) but “the North” commonly means NI.
