(Okay yes, I *am* reopening this discourse, because I will fight anyone in defense of automated traffic enforcement.)
But they do. There's data showing they do. This by someone who I think is less carceral than me and I'm betting does not own shares of Flock.
What you suggest likely works better. But they also take more time, face tougher political hurdles, so there are transition paths to think about too.

...the plateau in violations we observe is in part driven by super speeders who are undeterred by racking up violations.
This is a great point that I hope future research building on our study will investigate -- either through mediation analyses of driver characteristics or through studies of interventions that are targeted at super speeders specifically. Speculatively, I wonder whether...

Automated speed enforcement works extremely well.
FWIW TA found that the program enjoys majority support in NYC, which rose over time. Other polling has show that support increases when people are prompted with safety messaging.
