My guess is that pulling out of Minneapolis is more about recognizing how politically unpopular the "surge" is rather than trying to avoid a DHS "shutdown." Remember, nearly all of what DHS does is "essential," so they will keep doing it even w/o appropriations; the employees just won't get paid
