From my experience across BigTech:

There's also the problem of enforceability. Absent a private right of action, private ag, waiver of qualified immunity or delegation of enforcement to states, any requirements are meaningless and aren't self-enforcing in this administration.

In fairness, some legislation is easier to ignore than others. The Epstein Transparency Act, for example, doesn’t have a clear remedy. However, rescission of funding, allowing private or state laws causes of action (i.e. waiving qualified immunity), etc. are more easily enforced by courts.
