The legislature finds that many of the tax reductions that
help Washingtonians have an impact on local government revenues. To
offset some of those impacts, the legislature intends to create a
city and county fiscal health account for future transfers from the
general fund to mitigate a portion of the revenue loss to local
government.
The latest version of the Millionaire's Tax moves up the repeal of the sales tax on services to 2029, increasing the projected revenue hit to local governments (including Sound Transit) over the long-term.
The intent section of the bill does include new language around a potential future offset.
