I am glad #waleg seems likely to pass the high earners income tax. That said, pretty much all tax legislation in Washington is kicking the can down the road unless we repeal the 1% property tax revenue growth cap. Until that happens, we’ll always be 5-10years away from the next fiscal crisis.
My hope is that we are at the beginning of a multi-year effort to totally transform our state’s tax code.

That the removal of a corporate tax break which would have cost the state $550M survives in this final income tax proposal is great news for everyday people of our state. The legislature finds that many of the tax reductions that help Washingtonians have an impact on local government revenues. To offset some of those impacts, the legislature intends to create a city and county fiscal health account for future transfers from the general fund to mitigate a portion of the revenue loss to local government.
The latest version of the Millionaire's Tax moves up the repeal of the sales tax on services to 2029, increasing the projected revenue hit to local governments (including Sound Transit) over the long-term.
The intent section of the bill does include new language around a potential future offset.
