So my certainty that this was a phishing scam was misplaced.

Aha, not a scam. Logging in to my PayPal account I see (a) another push to get me to use their mobile app and (b) I had a legitimate annual charge via PayPal this mornng (the only provider I use PayPal with, this is my very first renewal with them).

Looks like the link goes to a genuine PayPal page with a QR code to download its mobile app (or login).

I have a security key and a passkey with PayPal, I'm sure this is some kind of phishing scam but it's interesting that it's using PayPal's short code and link shortener.

I see I received a text message from PayPal's short code (70924) with a link using PayPal's link shortener (py[.]pl) at 4:07 am this morning local time stating "PayPal: Thanks for checking out. Next time, use your face, fingerprint, or passkey to log in faster with [link]".
