I actually think it works great. It was more jarring that he was suddenly wearing a shirt. For that part, maybe his arms can be raised and moving downward like he just finished putting it on while off camera.
Scale up to most cities. My disdain for Washington, D.C. haters is you can always tell that someone never ventured out of northwest.
