The latter, I think. My team submitted a comment. But having this administered by the IRS rather than USED means that the focus of the request was on tax credit details rather than education-relevant details, and we'll see how much they actually clarify the aspects most impt to ed equity.

I would edit: It incentivizes taxpayer to donate to scholarship organizations, which them provide funds to WHOMEVER THEY DECIDE. There are no giving criteria, need-based or otherwise. & it's not "parental choice." The entity exercising choice over use of public funds here is the org, not the family.

I'm confused by the framing of using a filibuster to pass anything, which is the opposite of its purpose. From the quotes in the article about Senate processes, it seems like Senate Republicans are skeptical that they can BREAK a talking filibuster, ie pass the bill despite a Democratic filibuster.

State aid per pupil will rise by 2% compared to current year, with some additional state funds.
