The best cities have great metro wide mixed use density that naturally creates transit demand.
It’s a big land use problem in most US metros as our density is much lower by local and state law.

Federal spending per capita for housing rose from $20 per person in 1970 to about $173 per person in 2025 $.

All things equal I’m not sure CP alone is safer for people walking and biking. If speeds rise so will crashes.. It CP is coupled with safety improvements, ok ,but I’m not sold that CP itself makes people walking and biking safer.

Land use is the dominant structural factor for the
world’s highest bike-mode-share places. They are are mostly compact, mixed-use and connected with excellent density. Flatness is also a hard physical filter for reaching the very top tier.
