Sanewashing is like a religion now. The glorious rapture in which Donald Trump acts like a sane and normal person and adopts moderate, mainstream policies is coming any day now!
I think the only relevant thing at play here was the global "do not irritate trump gratuitously" move that only works as a strategy 33% of the time.

Obviously, Democrats should not vote to confirm Markwayne Mullin as head of DHS.
Equally obviously, he will be confirmed anyway, because Susan Collins will conclude that finally Donald Trump has learned his lesson.
While there is no particular strategy to putting Mullin in at DHS, there is a strategy to putting in another person who is too stupid to know how much criminal liability he is accepting.
