Even though our Fraud, Waste, and Abuse Unit has only 5 investigators for the whole city, our work led to today's federal arrest of a homeless service provider.

The big federal arrest announced today of a LAHSA homeless services contractor grew out of City Controller Kenneth Mejia's ramen noodle case, which was from a tip about an Inside Safe shelter: lapublicpress.org/2024/07/insi...
January 23, 2026 RE: FRAUD, WASTE, AND ABUSE INVESTIGATION ON HOMELESS SERVICE PROVIDEF In July 2024, and as previously reported by our Office, the Controller's Fraud, Waste, and Abuse (FWA) Unit received a hotline tip alleging contractor fraud by a service provider at an nside Safe hotel. Upon receiving the allegation, our FWA investigators conducted an on-site visit of the location, interviewed residents and staff, and launched a formal investigation intc allegations of contractor fraud. This formal investigation included determining whether the contractor provided food services to unhoused residents in accordance with their contractual obligations. In conjunction with the investigation, the FWA Unit was able to secure immediate relief for vulnerable residents by ensuring corrective action that led to the provision o1 nutritious meals for residents at the Inside Safe site. The FWA Unit's timely and thorough investigative efforts garnered the attention of local and federal law enforcement agencies. Today, the United States Attorney's Office arrestec Alexander Soofer, executive director of Abundant Blessings, on a federal criminal complaint charging him with fraudulently obtaining $23 million in public money intended to combat homelessness. Allegations about contractor fraud are especially concerning because the City spends billions on goods and services each year. Multiple performance audits conducted by our Office in recent years have shown a significant lack of contractor oversight by City departments. These conditions increase the risk that taxpayer funds are being wasted, which leaves less money available to deliver critical services to residents during the City's ongoing fiscal emergency. As a result of the FWA Unit's investigative findings, our investigators will be conducting proactive inspections of shelter facilities to ensure that contractors are providing services in accordance with established requirements. This critical oversight function is imperativeβ¦

HELP US HELP YOU! ππΌ
Let us know where you want YOUR TAX DOLLARS to be spent. π°
Visit mylabudget.lacontroller.app and CREATE your own City of LA budget and submit it!
(We are entering budget season so let your elected officials know where you want your tax dollars to be spent!)
When it comes to the LAPD, the City will always find the money to fund them no matter what's been approved in the budget or what the City's spending plan is.
If they overspend, rack up liability claims, etc., City Hall will just take the money from elsewhere to give to LAPD.
If the City surpasses the budgeted amount, the City will need to look elsewhere for funding. That can mean pulling from the reserve fund or even defunding other departments.
This is why we launched an audit to determine what is the City doing to prevent harm and liabilities.
Bar Chart that shows FY2026 CITY OF LA LIABILITY PAYOUTS $90 MILLION (48% of liability budget the higher the amount. the taller the bar to visualize liability payouts Police $45.332.565 Street Svces $16.635.000 Misc. $11.295.962 Transportation $5,630,000 Fire $5.576.778 Rec & Parks $2.850.000 Sanitation $2.622.196 General Services $137.500
With 7 months left to go in the fiscal year, the City of LA has already spent $90 MILLION or 48% of it's annual liability budget.
At this rate, the City will surpass $200 million in liability payouts (like last two fiscal years). It's a BIG REASON why the City is in bad $ shape.

Yesterday, I announced that I left the Democratic Party in Jan 2024.
I couldnβt support a party that preferred to spend our tax dollars on bombs while Americans struggle to put food on the table. As City Controller, my job is to call out misspending no matter who is in power.

Sorry to disappoint you all, but I am NOT voting for @zohrankmamdani.bsky.social

How much should rent be allowed to increase each year?
City Council is currently debating this for rent-stabilized units.
The Housing & Homelessness Committee COULD be voting on WEDNESDAY.

A collage of headlines about the killings of Takar Smith, Oscar Leon Sanchez, Keenan Anderson at the hands of LAPD, And the text: New Report: On the Sideline: Assessing LAPDβs Mental Evaluation Unit and SMART Co-response Model. Read the report: bit.ly/lapdmeu
NEW ASSESSMENT: LAPDβs Mental Evaluation Unit We found that LAPDβs Mental Evaluation Unit (MEU) fails to prioritize mental health treatment & de-escalation. Instead, it prioritizes: - Relieving patrol units - Putting people in forced 72-hour detention Read the report: bit.ly/lapdmeu
Quote by Controller Mejia: βCurrently, the primary response that exists for mental health emergencies is the LAPDβs Mental Evaluation Unitβs SMART teams. MEUβs own stated mission is to prevent unnecessary incarceration and hospitalization and reduce violence β however, my Officeβs assessment of LAPD MEU found that LAPD does little to prove MEU or SMART accomplish any of this.
NEW π¨
In January 2023, LAPD killed three people suffering mental health crises.
In response, our Office assessed the LAPDβs Mental Evaluation Unit (MEU) & found that LAPD requires a patrol-first, armed response in mental health calls for service.

This is the second time the City has opted for an expensive outside vendor instead of using our Office.
While cost of living continues to rise in LA pushing more ppl into homelessness, and future homelessness funds are at risk, the City spends money it does not have on outside contractors.
How much is the City of LA considering paying for an outside monitor on local homeless efforts instead of having our Office do it for FREE? π€
AT LEAST $560,000 OR $800 PER HOUR FOR 700 HOURS (MAX) OF WORK!
This diverts funds from essential services during financial hardship.
