Regular tort law would apply. Whether the fact he's a senator who involved himself, vs (eg) a worker at a store involving himself when the police are attempting to remove someone from the store, I'd think not, but I don't know.

So many issues here.

About the House, it has a very different process. A House censure res can come to the floor directly and a vote forced within days. In the Senate, a res is referred and then must be reported (or discharged)...

Well, there is that old saying, "A problem solved is a campaign & fundraising issue lost."™* So maybe that explains them getting it only half-done the first time.

Keep in mind the statute of limitations re any such question. For misdemeanors in DC it's generally 3years.

I don't see a problem, but am open to being convinced otherwise.
