How things change.
10 years ago energy poverty was getting recognition in EU policy, and a few were asking "Is there a transport equivalent?"
Today at the SCF conference they gave us the (slightly) bigger room for the transport poverty breakout session.

Getting the SCF right is going to be critical to the future of European climate policy. A lot of effort needs to be going into getting the implementation right this year. This is a very important event!

One of the reasons why authoritarian regimes change voting systems to ensure victory rather than trying to intimidate voters on a retail level is that it takes far too much manpower. Parties are banned or candidates are systematically imprisoned and removed from the ballots.

Maybe what happened (but I'm just speculating) is that Paris is so dense, so walkable and has such a dense subway network that cycling had been "crowded out" by those two, so while there was little cycling there was a lot of untapped potential for it. Peculiar set of conditions.
So for example based on a quick google search, the cycling mode share is still higher in Berlin (18%) than Paris (11%), despite the latter having had much more progressive sustainable transport policies in the last decade. But it was way behind to start with.
I don't know actually! But I think one way of looking at it is that Paris had *very little* cycling infrastructure (and bike use) before that, notably compared to equally dense cities in some other countries in Europe. So while the *relative* increase is important, in some way it's just catching up
Personally I think we should call it something like "car-related economic stress" but I never managed to make that term mainstream... It is what it is
