I would argue they knew exactly what they were doing, which was deliberately sabotaging needed public works programs by offering snake oil they never had any intention of delivering.

Way back when I first got onto BSKY and didn't know what was going on, it took me SO LONG to figure out the app was simply unresponsive and here I thought my timeline was unusually quiet.
Took weeks to figure out what was going on, and weeks more to fix it (which is fully closing it out).
Well sometime last year Trump and Musk obtained top-secret plans to protect Taiwan and most of the Pacific areas of interest just before they met with Chinese leaders to hammer out some sort of business deal.
Smart money is that they've already committed high treason and sold out Taiwan.
