macOS has a full tagging system built in

Under your 'Apple Account' settings then under 'Saved to iCloud'(click 'see all') then 'iCloud Drive' there's an option to disable "Desktop & Document Folders" which is what syncs all your folders to iCloud. You can also disable all iCloud by disabling 'Sync this Mac'
