This doesn't mean that perfectly and agreed useless spending should be preserved. Rather, taking a systems perspective requires asking questions about the whole - e.g., what are the 2nd or 3rd-order consequences if...?
Reading abt intended Federal cost-cutting, reminds that every organization I either worked for or consulted that viewed cost-cutting as a goal ended up spending more saved. Why? bc managers rarely understood performance from a systems context. They look at the cost, not the whole.
