In summary: it would not cost £10m just “to reopen” the theatre. That cost is for much more work; c£2m is already in budget; the rest could be found from the council or elsewhere.
Additionally, no-one used the word “eye watering” (which I appreciate is the papers interpretation), indeed there was not only no widespread shock at the amount but the leader said it could be afforded and some of that money may come from other sources. And it wd be much less if less work was done.
This makes it clear that the £10m includes a refurbishment (possibly new seats, raising the roof to allow bigger productions etc).
“indicative costs are estimated to be in the region of £10million to remove and remediate the RAAC and refurbish the theatre to bring it back into use.”
But only later does it have an actual quote from the council leader:
And then “it has been revealed the cost of fixing the site will be about £10m.”
The article says “In a major update it's been announced it would cost about £10million to reopen Redhill's Harlequin Theatre.”
Except that’s not really what he said…
