Agreed. Just one more thing: Taking the "extra step" to achieve Passive House status is (by far) not as difficult as is often claimed: It's a matter of know-how and experience. Once implemented, it's actually quite simple. (Good airtightness is the core example—PH makes implementation achievable.)

Yes, Passivhaus would be an aspiration. Decent insulation gets you a long way, but to ventilate a house well, without excessive heat loss, you really want airtightness + MVHR. These are easily incorporated in a new build, but in the UK we are caught in the expensive-land, cheap-structure trap.

PV and passive house (PH) are a dream team: PH keeps peak loads during cold periods low - as well as avoids high summer peaks. Thus, PV can deliver a great part of the energy needed and storage can do a far better job.

Just to add: That is very easy to fix, even "after" the fact. Well, there are really good prefabricated solutions.

It illustrates, how small the rest-infiltration of a well designed passive house is. But also: That even a 'perfect' passive house isn't completely "tight" - & it does not need to be.

Passive House Schools: There is already a lot of experience in several countries and it's really convincing: Best indoor air quality, very low operational cost. A good example from Darmstadt!

Make these less expensive: Yes, definitely can be done. Why? Lower peak power demand, less expensive systems & add the reduced cost of operation. There are even more advantages: Longer lifespan. Better Indoor Air.

What's the advantage for gov? - Regional value chain - less environmental damage

For passive house, you can use ANY type for heat distribution & it has all been successfully done (also with heat pumps for generation). If you use floor heating, it could be integrated in the concrete slab & also only in parts of the floor. But: radiators & air heating will work as well.

Underfloor heating is good, radiators are also still a good option for low energy/ passivhaus buildings. The key is to design the system well and run it off heat pump at low temperatures for high efficiency.
