I see it as a Cyrillic wrongly OCRed as Latin and then corrupted by translation, but specifically not Russian. Ukrainian is closer but not an exact hit either. I would dig in the direction of Bulgarian or Belarusian. I can read it...
But it also has some Mandarin bullshit in there as well.

Sonic Adventure games on Dreamcast are actually sort of reasonably lip synced in Japanese while English is just comical.

Oh there's been several of them released but real prints never looked as good as prepared demos.
I know it's only a personal top10 so I know my favourites aren't going to be in it but I'd like to shout out Breath of Fire 3 and 4 as well as Grandia 2, Skies of Arcadia, and Anachronox.

A funny trick is LossyFLAC, which is LossyWAV-preprocessed FLAC. Haven't tried it yet, rumour is, save some space at minimal audible loss, keep FLAC's phenomenal decode speed.
To be said few DC games use sequenced music, it's mostly ADX - a curve prediction 4-bit ADPCM scheme which sounds OK. QOA was inspired by ADX but expands prediction and drops one bit. These all sound loads better than linear prediction IMA ADPCM.
One problem with CDDA is that you can't be doing that at the same time as streaming in some data. Other nice choices include FLAC and QOA. Back when i checked MP3 was a little slow compared to libtremor (Vorbis) but they might be equal now. FLAC and QOA are faster.
I started this project without an idea, etc. I'm just learning what I can make the #Dreamcast do. So far, I have a controllable, stationary camera in 3D space that loads an asteroid field, bkgrnd music, fonts, menu, and networking (BBA) that loads a msg from a server (XML).

Oh Dreamcast certainly looked good from day1, which wasn't really the case with so many consoles. Like hello Soul Calibur as launch title? You could stare at the attract screen for hours. But it was very very far from peaking when it was discontinued.
I haven't seen something that works better than the C920 (or whatever its slightly modernised successor is C922 i guess) but it's still 14 year old tech with some software jank on top and you'll still be disappointed. Maybe ELP with manual zoom lens? Heard good things about Obsbot i guess.
What is "holy shit" about it? HKP's action is reasonable and a little unsurprising, but it doesn't actually change much since it's one mail carrier among many and one which has been losing importance for Chinese exports, as opposed to CPGC, and there's numerous others.
This is where you tell us if you're going to any exhibitions and other public events and whether you'd like to meet us lot.
