I read the rules preview and it looks pretty much what I expected it to look like. I'm sure that a lot of people will have fun with it.
At least the facial expression on the dude in the top left there is understandable, since they play on the table with the worst lighting possible. :D It all looks very AI.

The casts are identical, so of course I gotta make them look a bit different so they look like people.
Resin casts of what looks to be certainly hand-sculpted and certainly a while ago. Two parts, BIG old screw in the back of their helmets, metal mount for screwing them into their bodies at the bottom of the necks.
Usually a reason to break out the oils and have fun, right?
Sometimes, in between things I get to paint, I get to paint things which are a bit out of the ordinary for me. Here's two race driver dudes, 1/12th scale I suspect. They're for a Tamiya model car. Still very much WIP, apart from everything else, Mr.beardy's wonky eyes should give that away. :D

In general and for 15mm i would say go larger. My smallest ones iirc are on large FoW squad bases.
Oh yeah, even just civilian spotters should work nicely for insurgents I suppose( you could even make it a scenario thing for the US player not to know which one's a JOP!).

Last summer I was handed the Warlord/Italeri "battlefield accessories" kit to make things of it. Also very useful for JOPs (as simple stuff as sign posts will work.
