If you ignore elections, then every government is a single term government.
A common way of counting governments is by Prime Minister.
When accounting for elections as here, PM after the election. They Key Government lasted 3 terms, the Ardern 2.
If we're only counting since MMP we have National 1996-1999 as a one-termer and Labour as a two. So tied.
