So what is holding Norwegian Ukraine spending back? Firstly we have to talk about handlingsregelen. This is the rule that limits, by norm, what a Norwegian government spends of the oil fund. There are principally two reasons for it.

Investment in Ukrainian victory is not an exercise in altruism. We are direct beneficiaries of ruzzian defeat, because we share a border with the terrorist state. Our security is dependent on a weakened or unwilling ruzzia, and unwilling is not on the menu, as empires have no borders.
