Interesting report. But, as far as I know, Japanese strongly prefer Japanese rice. This stems from their belief in the superior quality of local rice and the strong influence of the Japan Agricultural Cooperatives, which restrict importsโ€”contributing to the recent rice crisis in Japan.

Definitely quality > quantity. But the challenge lies in how to evaluate 'quality'. I've come across poorly written papers in top journals and seen poor papers get significant citations.
