Pretty much. The whole saga can be traced to Enchant Energy. They are banking on 2 huge data center campuses that are unlikely to ever happen. Taxpayers will maintain the plant for at least 2 years to satisfy Enchant.
UDOT deobligated the funding for purchasing the facility because it's tied up in the State's 2 year requirement for IPA to preserve plant assets. They may consider a purchase in the future, but for now they'll build the DMU facility just north of Warm Springs.
