Love this attitude coming out of Fulton County! We canβt keep expanding the carceral system endlessly. We need to use every tool in the book to LOWER the jailβs population using diversion, increasing court staffing, and expanding mental health and housing services.
If anyone has questions beyond the pro-TAD propaganda numbers the city keeps releasing: only 18% of housing generated by TADs since 2014 was below 50% AMI, less than 10% below 30% AMI. This data is from Invest Atlanta.

We canβt continue criminalizing poverty, homelessness, and mental illness. Instead, letβs fight for compassionate forms of public safety, and justice for all Atlantans β not just the wealthy who stand to profit from international events.
This resolution calls on APD to utilize the Center for Diversion Services to the greatest extent possible for eligible cases and to report data on the diversion to arrest ratio to City Council on a regular basis.
On average, only about three individuals per day are diverted to the CDS, even though the facility can serve 41 people at a time. Far too many eligible cases are not being diverted.
Since opening the Center for Diversion Services last year, data indicate that diversion referrals remain far below capacity. The CDS is a 24/7 facility designed to provide a safe, immediate alternative to arrest for individuals suffering from health needs or extreme poverty.
Whatβs happening at the jail is a human rights crisis and itβs morally imperative we leverage every tool to reduce the jail population. This means stepping up our use of pre-arrest diversion.
In 2023, the Fulton Jail was found by the U.S. Dept of Justice to be in violation of the constitutional rights of incarcerated people, resulting in a federal consent decree in 2025.
Ahead of hosting the World Cup this summer, this resolution calls for Atlanta to significantly step up its use of pre-arrest diversion as a way to curb unnecessary arrests and address the ongoing overcrowding crisis at the Fulton County Jail.
