I would edit: It incentivizes taxpayer to donate to scholarship organizations, which them provide funds to WHOMEVER THEY DECIDE. There are no giving criteria, need-based or otherwise. & it's not "parental choice." The entity exercising choice over use of public funds here is the org, not the family.
