If a new budget doesn’t get passed, the government isn’t allowed to do most of its work. A government shutdown happens when Congress can’t agree on a new budget. The government stops working until Congress agrees on a new budget. Some U.S. government workers get “furloughed” during a shutdown. Being furloughed means that they don’t get paid. It means they cannot work.
