Humanitarian assistance. 127 million children in countries affected by war and displacement are out of school. Cuts in humanitarian assistance are leaving children without life-saving services and robbing them of the chance to go to school. Governments must affirm their commitments to education in communities affected by conflict and crises, including by funding Education Cannot Wait, the global fund for education in emergencies.

Education aid. External support for education is a lifeline for the world's poorest countries, like Gambia and the Central African Republic, where aid accounts for up to half of all public spending on education. Already hard-hit by cuts, aid to education is projected to fall by a quarter between now and 2027. Donor governments must reverse aid cuts, grow their support for education, and ensure that the Global Partnership for Education is fully funded. Up to 24% - how much education aid is set to fall in the next year.
Education aid provides vital assistance to the poorest countries.
Aid cuts could halve education spending in low-income countries like Liberia and Chad. We must reverse cuts, renew solidarity, and #FundEducation.

Debt. 54 countries are in debt crisis. Over 50% of all low and lower middle income countries spend more on debt servicing than on education. A UN framework convention on debt that establishes binding principles for responsible borrowing and lending, and develops fairer processes for debt restructuring, would be transformative. Taxation. Global tax rules currently fail to stop, and sometimes even encourage, tax injustice. The UN tax convention will help countries to increase tax revenue rapidly and progressively. It is under negotiation now. The convention has the potential to become a trillion-dollar treaty that can crack down on tax havens and boost public financing for education.

The education funding gap. A chronic lack of financing for education is a major barrier to progress. Low and lower middle income countries face an annual financing gap of at least $97 billion to achieve their targets. In the poorest countries, half of the cost to meet national education targets remains unmet.
Investment in education remains insufficient, with a funding gap of $97 billion annually.
Closing the financing gap requires international action to change global rules on critical issues such as tax and debt, along with more and better aid.
