Yep, relying on BART -> 22 OR 36 transfer is less reliable than a single seat ride on the F or J to Emeryville so I'll take the bus either way if there isn't bridge traffic.
F bus is how I regularly get into the city. Its also well located for getting to the Moscone Center for conferences.
