Revisions are tracked at the top level of a repo. Traditionally there are 3 folders in the repo - branches, tags, and trunk. When merging, a "property" (which is not a committed file) called "mergeinfo" is updated to track what will happen when a branch is e.g. reintegrate-merged back to the trunk.
