Yes, exactly. Comics writing is actually more demanding than film/tv writing because you generally are expected to visually describe everything and break it up by panels.

I love that the citizens are all blithering idiots that Dredd bullies and victimizes, but he'd also give his own life to protect them - because that's THE LAW. That inherent contradiction / dynamic tension is the narrative perpetual motion machine at the heart of it all.
