There's also the fact that you'd quite naturally talk about being *in* a compartment while *on* a train, which lends credence to the public/private divide between on and in... 🤷‍♂️

That is definitely a fascinating observation. Makes sense to me, and I'm not able to come up with any contrary examples. I suppose it might be more about the public nature of planes and trains vs the private nature of a car...

One of my favourite parts of researching a word is getting to find and peruse digital copies of original sources cited by the #OED, including this little nugget from a 1552 British law about woolen cloth, the relevance of which you'll have to wait for an upcoming episode for!
