Oh, they definitely stole it, stashed it overseas, bought untraceable crypto with it, and/or spent it already. They're like an unscrupulous person who finds a credit card on the ground. They spend it as quickly as possible because they get a thrill out of it.

They weren't counting on facing consequences for ANYTHING they do. They're people who never mentally or emotionally developed past the rebellious preteen phase. Either they didn't think that far ahead, or they never expected to get caught and held liable. Probably a bit of both.
