No, it is on US territory. This is a common misconception about embassies and UN/international organisations’ headquarters.

Waltz is hopeless but the UN HQ is on US territory. Just has specific immunities, like foreign embassies.

He wasn’t on US territory? 1947 Headquarters Agreement & U.S. domestic law implementing it creates a special international enclave but does not remove the territory from U.S. sovereignty. Premises retain diplomatic immunity/inviolability like embassies (also not foreign territory).
