I've switched to PipeWire since and it's IMO more intuitive to do stuff like that with something like qpwgraph where you can just route inputs/outputs around.

Been a while since I've used PulseAudio, but last I tried using module-remap-source, e.g.:

pacmd load-module module-remap-source master=${input_name} source_name=mono channels=2 channel_map=mono,mono

Then mess with routing in pavucontrol or w/e you're using
