If you want the neck to be straight you can either set those values to zero or uncheck connected in the relationships panel
The neck bones have their ease in/out set to 1 in edit mode, which has different values than the pose mode properties. The arm bones are set to 0 and can be manipulated through the rubber elbow property on the rig.
