There is the stock vs flow issue you point out, but another issue is that there are proportionally fewer other users competing to be followed; in steady state # of followers per day for a given user is not proportional to the size of the network, at most it might be something like log(scale)
There are a lot more people that you know on Bluesky than you think. You just need to spend an hour digging through who people follow and looking at lists and posts. The result of all the friction is a graph with more meaning per edge than usual. It’s good for some use cases and bad for others.
This is still a huge issue and massively holding the platform back.

By far the biggest lever to improve Bluesky right now would be better follow suggestions. Very basic improvements to the current heuristic would make it a lot better. So would importing contacts.
This seems to have a better shot than Mastodon did.
