Mobile and fixed broadband ARPUs are generally improving in the Nordics & Baltics.
Lithuanian & Latvian operators lead in their ability to improve ARPU; Estonia does well too.
In the Nordics, Norway & Denmark have the best development, followed by Finland. Sweden features the weakest development.
But in November and December, the portings were back at record levels in Sweden. Tele2's practice (if continued) hence seems not to have had any dampening effect on portings in Sweden.
The month in which Tele2 started its new practice, October, was one of three months in 2025 where the portings weren't higher than both 2023 and 2024. Tele2's new practice could possibly have lowered the number of portings in October.
For Sweden as a whole, 2025 has been a porting year: The green dots show where 2025 had a higher number of mobile portings than in 2023 and in 2024.
Tele2 created a fuzz among Swedish mobile providers in October 2025 when it started to manually contact customers who had requested a port-out to ask for an confirmation, thereby not following the industry agreement.
Regulator PTS examined this, concluding in December that it wasn't illegal.
