it is casual in that people aren't really keeping track of the full board state or playing optimally. In order to actually learn how the game works, 1v1 with simpler cards is the way in. I guess commander is also casual in the sense that you should expect to lose 75% of the time

i think it's just that the type of deck that would play oath in MTGO cube is not very good, you're so under the gun from Boros that your non-Oath hands fold pretty quickly
here's a P1P1 oath deck I drafted in my cube today though (lost in the finals)
oath is good without either of these, the biggest hurdle is drafting the deck, not enabling oath when its in play
