We have that same issue in Dominican Republic. Furthermore we still have Novice category, which last 1 year and it’s no renewable (need to upgrade to Tech) and yet more than 50% of Novices do not upgrade and just plain leave the hobby.

My bad. Meant to say we have a monitor in the DR, under club call HI8SDR (in capital of DR) and HI8SDR/3 (country side North of the Island). We monitor all bands and report to PSKreporter.
